FIFA at a loss over Europe's top clubs' refusal to participate in the 2025 World Cup in the U.S.

According to the Daily Mail, the International Federation of Association Football (FIFA) is at a loss over the refusal of Europe's top clubs to participate in the 2025 Club World Cup.
 
According to the source, FIFA had planned to arrange a 32-team club World Cup in the United States. Negotiations were underway during the 2022 World Cup in Qatar, but most teams disliked the idea of a new tournament.
 
Now FIFA has no time to resolve the issue, since there is still no agreement either on the format of the tournament or on the mechanism of qualification. Moreover, negotiations with broadcasters and commercial partners haven't started yet.
