The government plans to allow the Nippon Telegraph and Telephone Corp. group to offer packages combining cellular and fixed-line phone services, the Nihon Keizai Shimbun reported.
This would allow cellular service firm NTT DoCoMo to offer both services by leasing fixed-lines from group units NTT East and NTT West, the business daily said. Similarly, NTT East and NTT West would be able to provide discount cellphone service by accessing DoCoMo's network, it said.
To secure fair competition, the Ministry of Internal Affairs and Communications would require the NTT firms to provide equal access to their infrastructure to other telecommunications companies if they seek to start their own combined mobile, fixed-line services, the paper said.
