Myanmar state-owned operator MPT hopes to sign a partnership agreement with Japan's KDDI by the end of the month.
The complicated process of negotiating the terms of a deal is nearing completion, the Myanmar Timesreported, citing a government official.
Under the proposed deal, KDDI would help operate and manage MPT's networks and share MPT's existing telecom license.
MPT is currently Myanmar's sole mobile operator, but the company is bracing for increased competition from Telenor and Ooredoo, which are working hard to roll out their own networks after receiving nationwide telecom licenses.
MPT has been negotiating with KDDI since September last year over the partnership agreement.

All the companies invited to take part in negotiations had missed out on a telecom license during last year's tender process, which drew strong interest from the telecom sector.
