The defensive midfielder reunites with Leicester manager Steve Cooper, who coached him on England's youth teams.
Skipp will undergo a medical today and will possibly be in attendance on Monday night when they face Spurs in the final game of the opening round of Premier League fixtures.
"I'm really excited to sign... I'm sure that we've got a squad capable of challenging in every game," Skipp said in a statement. "I'm really excited to see what this group can achieve."
