Thailand's National Reform Council is pushing the nation's operators to introduce per-second billing for both postpaid and prepaid mobile customers.
The NBTC met with operators this week to press operators to drop per-minute billing in favor of per-second rates, the Nation reported.
Operators have been given six months to a year to change all mobile tariff packages to comply with the new policy.
Regulators have been calling for per-second billing for some time, but operators have been reluctant to change their pricing packages due to the current interconnection charge, which is currently set at a per minute basis.
The NBTC has pledged to introduce a lower mobile termination rate than the current 0.45 baht ($0.014) per minute to help operators comply with the new policy.
The regulator's Telecom Committee plans to propose new regulations on per-second billing to the NBTC board later this month.
Meanwhile the National Reform Council has stated that the new per-second charging changes must be permenant and apply to all postpaid and prepaid plans, the Bangkok Postsaid.
Opeartors had offered to offer promotional per-second plans as a compromise, but this proposal did not satisfy the council.
